This article refers to the processes developed in Peruvian universities during recent decades, from the application of new public policies promoted by the State to increase the quality of institutions and programs. It investigates about the reform that took place in 2014, referring to the implementation of accreditation and evaluation practices of university careers and its impacts after 10 years of their application. The rediscussing on university policies is considered a necessity to deepen the characteristics and organizational styles of universities in Peru. It should be considered that this is a generally continuous process and, therefore, it is possible that the information compiled in this document may be overtaken by events in a short period of time.

The lives of people framed in virtues, which carry a special connotation, are worthy of posthumous recognition, through the memory of a group of exceptional women, who had to stoically face the attacks of an outdated era, characterized by marked differences in people rights. They were among many others the following: María Luisa AGUILAR HURTADO, distinguished scientist, the first astronomer in our country, her work allowed the generation of future astronomers in Peru, Blanca VALERA GONZALES, renowned poet, member of the so-called Generation of 50, her legacy allows us to see her work and the personal warmth, marking her time until today and finally Laura Ester RODRÍGUEZ DULANTO, the first Peruvian doctor, whose persistence, exceptional capacity showed that there were no barriers capable of stopping her dreams.

In a situation of internal conflict, the necessity of incorporating civic society in the fight against terrorism or subversion, can lead governments to implementing public policies, creating paramilitar groups that can be, or not, effective to solve the conflict. Throughout the current analysis, the authors have gathered information regarding two emblematic case studies from South America, the Colombian Cooperativas de Vigilancia y Seguridad Privada (Convivir) and the Peruvian Comités de Autodefensa (CAD). Finally, making an evaluation of the effectivity and applicability of the implementation of those public policies from a framework of National Security, and respect for rights, freedoms, and social welfare.

The objective of the following investigation is to demonstrate that Hernando Pizarro y Vargas was the strategist and diplomat of the Invasion, without this character, Francisco Pizarro would not have been able to consolidate his invasion plan. He is the only survivor of the Pizarro family, making fortune and prestige, immortalizing the Pizarro surname, the coat of arms, guaranteeing offspring and inheritance. For this research, a qualitative approach based on hermeneutics was used as a model proposed by Heidegger and Gadamer for philosophical interpretation, highlighting, according to Garagalza L. (2014). That both “interpreting and valuing, is constitutive of the existence and praxis of the human being.” (p.29).

The objective of this research was to study the legislation issued by the Ministry of Health of Peru in the framework of the issuance of prevention regulations in the face of the COVID 19 pandemic. The methodology used is the qualitative one of the Action Research type with the purpose of to determine how the health sector solved a legal vacuum in the current labor legislation, referring to the role of the Head of the Occupational Health and Safety service at work (Law No. 29783 and complementary regulations), determining its existence, responsibility, and functions. As a conclusion, it should be pointed out the lack of presence of the State in its supervisory role and the contracting of Peruvian legislation with that of neighboring countries in industrial safety.
