The proposed framework has been tested in MIS course of a college school. There are 4 programs to be tested and analyzed, which applied Web 2.0 tools including forum, Wiki, and Blog into the blended learning environment. The preliminary study reveals that self-learning has been improved for most learners, and students have been more active in learning activities. Under the thought of Web 2.0, this study demonstrates the experiment several trends in higher education such as role change of both learners and lecturers, the way to yields better learning satisfactory, and better learning efficiencies. Abstract
