To identify and rank delay factors, a questionnaire survey that matches the research preference was conducted. The first round of data collection showed the delay factors ranking through the Relative Importance Index (RII) method. The top ten (10) most critical delay factors were mitigated in the second round of data collection with recommended actions proposed by experts using the Delphi Technique and the Failure Mode and Effect Analysis (FMEA) method. The study results revealed the critical delay factors and their possible solutions.
