Propagation models are used for calculating the path loss to predict the coverage area. The Aim of this paper is to propose a method for an existing cellular operator that has been launched into a new network and is in the phase of pre-optimization. We used the existing collected data to propose a model tuning for development and further pre-optimization of the current phase. The data is collected using TEMS software during pre-optimization drive test (single site and cluster optimization). In this method, we have eliminated the traditional CW measurement test for model tuning. In this paper, we have selected Standard Propagation Model (SPM) as a suitable model. This model is used by Atoll software, for predicting propagation losses at 2100 MHz frequency for Tehran city, the capital of Iran. Three different clutter types for the main subject in this study are named urban, suburban and open.
