Abstract

Under the framework of the two-level market, the provincial market has perfect transaction market such as forward contract and spot market, but There is only forward contract market for inter provincial power transactions Shanghai and Zhejiang Province in East China face the risk that the regulation range of the generator in the province is less than the load variation range due to the high proportion of power supply from outside the province.
