This paper presents a new framework for the stochastic short-term Dynamic Transmission Expansion Planning (DTEP) problem taking into account the uncertainties related to the load demand, output power of wind farms (OPWFs), and Local Marginal Prices (LMPs). Besides, methods to evaluate the load demand and OPWFs uncertainties can affect the quality of expansion plans. Therefore, in this paper, two different methods, Monte Carlo simulation (MCS) and Taguchi's Orthogonal Array Testing (TOAT), are used to model these uncertainties. Abstract
Transmission expansion planning should be performed according to the load growth to encourage and facilitate competition in the electricity markets, and meet the environmental, political, economic and technical constraints, appropriately.
