The projection of the economic space of the complex transport service into the potential information environment of subject cooperation is considered in the aspect of accumulation of information and knowledge about the comprehensive processes carried out by socio-economic entities. The methodological framework of formation of transport and information space together with formation of the strategy of cluster development of transport services market and regions are presented; the methodology of virtual integration system formation is justified; the theoretical basis of construction of the mechanism of coordination of the transport and logistics system regulators’ and subjects’ interests are given; an algorithm of optimal solution selection in formation of the strategy of cluster development of transport and logistics services and regions is developed. Information and knowledge accumulated in the cognitive strata of the virtual integration system allow to create and implement methods and mechanisms of interaction between actors in the transport and information space, while providing information support in making strategic and management decisions. The methodology proposed for designing a virtual integration system is applied within the boundaries of the Eastern Polygon in the railway infrastructure.
