The research on this problem can effectively reduce the risk of enterprises in the procurement process, enable enterprises to obtain the maximum benefits with the lowest cost, and enhance the market competitiveness of enterprises. First of all, the data are analyzed and preprocessed to extract three kinds of indicators: supply volume, stability and credit value, and then comprehensively evaluate the quality of suppliers from these three angles. Analytic hierarchy process is too much affected by subjective factors. Considering the combination of AHP analytic hierarchy process and preferential sequence diagram method to establish the optimal weighting model, the weights of each index are 13.043%, 21.739% and 65.217%, respectively. Finally, the comprehensive quality ranking of suppliers is obtained by the comprehensive evaluation method of rank sum ratio, and the top 50 suppliers are selected as the most important suppliers. Then, through the visual analysis of the total supply data of all suppliers, it is not difficult to find that there is a rule in the corresponding number of weeks in the past five years, which is periodic and seasonal. accordingly, the maximum value of weekly supply is used to represent the maximum supply level of suppliers, and the minimum number of suppliers is 127 by using the maximum matrix and 0–1 programming model. After describing the characteristics of the 127 suppliers, the objective function is changed to the 0–1 programming model with the lowest ordering price, and the 24-week ordering plan is obtained. Considering the transport capacity of the transporter and the one-to-one corresponding relationship between the supplier and the transporter each week, the maximum purchase quantity of type A, the minimum purchase quantity of category C and the lowest loss rate are selected as the objective function.
