One of them is to encourage implementers not to accept gratuities from the public related to their work in public service activities. Local regulations on public services are thus essential, and public servants are prohibited from receiving gratuities. Research on anti-gratification commitments in this local regulation was carried out in five local regulation texts in five regencies Banyumas, Banjarnegara, Cilacap, Kebumen, and Purbalingga. This study used qualitative research methods based on secondary data and data analysis techniques using content analysis. This study indicates Banyumas and Cilacap explicitly forbid executors from accepting gratuities or asking for fees from the public. This result shows that anti-gratification still needs to campaign mainly to the bureaucracy.
