Abstract
The COVID-19 health crisis has brought back the name "Vietnam". Vietnam is cited by global institutions as an example of public management of the pandemic, yet it is located at the gateway to China, the "eye of the storm", and only had limited resources. This paper proposes an analysis of the Vietnamese state's management of the Covid-19 crisis by taking a cultural approach.
