CLs are individuals those are employed, administered and rewarded by a contractor, sequentially, are settling up with the establishment. Inferior status of labour, employment relaxed behaviour, require of job certainty and poor economic circumstances are the main features of CLs. At the same time as Economic Factors (EF) for example the cost efficiency may give good reason for engagement of CLs, whereas consideration of social justice calls for its abolitions and regulations.
