FORMING THE COMPETENCIES PORTFOLIO AS A FACTOR FOR IMPROVING THE QUALITY OF HUMAN CAPITAL DEVELOPMENT IN HIGHER EDUCATIONAL INSTITUTIONS

Abstract

The article is devoted to the research of issues of improving the quality of human capital development of higher education institutions through the formation of a portfolio of competences. The coverage of higher education in Ukraine is one of the highest in the world, however, the units of Ukrainian higher education institutions are ranked in world rankings. The parameters of the quality of human capital development of institutions of higher education are highlighted. The goals of human capital development in the management system of higher education institutions have been systematized. General and professional competences in accordance with the draft professional standard of posts of teachers of higher education institutions were investigated. Classical strategic analysis tools are integrated into research into the quality of human capital development in higher education institutions. The competences of teachers of higher education institutions are proposed to be divided into four groups. The graphic model of the portfolio of competencies of higher education institutions is shown.
