In the low level, the utility values of alternatives under each factor are estimated by the Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS). In order to derive global scores of ATMS alternatives, a simplified synthesis process is provided. Abstract
Priority analysis of critical factors and comprehensive evaluation of different development alternatives are very important for construction and improvement of national air traffic management system (ATMS).
