Abstract

The objectives of complex projects are usually composed of multiple subsystems. These subsystems are relatively independent and have their own specific functions and operation objectives. If one-sided consideration of one of these objectives will reduce the coordination degree among subsystems and produce negative effects. Taking IT project development as an example, this paper constructs the target system of complex system collaborative development from three aspects of quality, time and cost. The fuzzy decision analysis method is used to determine the priority of each goal in the coordination degree model. The coordination degree model of quality, time, cost-effectiveness function and project objective of complex product system is constructed.
