Aiming at the complexity of the mixed integer nonlinear programming problem, the particle swarm optimization(PSO) algorithm is used to solve the problem, and the effectiveness of the proposed method is verified in a regional power grid with a main voltage level of $110kV$. Abstract

The implementation of the Interruptible Load(IL) project will change the total power load and thus influence the network planning. Therefore, this paper analyzes the necessity of considering IL in planning, the compensation cost model of the IL project is established, and the substation capacity planning method considering the IL is proposed.
