Abstract
The analysis of scientific and technical potential is carried out, the assessment of its ability to provide transition of economy of the country from energy and raw materials to an innovative way of development is given. It is proved that in order to achieve the goals of strategic scientific and technological development of the country it is necessary to develop an effective organizational and economic mechanism for its implementation.
