The magnetic element is a split ring resonator, and the electric element is an electric dipole terminated by an inductor. The response of the single resonator is strongly anisotropic. A proper spatial arrangement of these resonators can make the response isotropic. Abstract
This paper presents an originally designed planar resonator that shows at the same time negative electric polarizability and magnetic polarizability.
