Service Oriented technology offers a great opportunity to create and provide flexible solutions that can evolve to address changing environmental needs that often hinder the use of ICT for development. Moreover, there is a growing interest in Autonomic Computing Research, which is aimed at addressing the challenges presented by ICT solutions that cannot adapt to the user's environment.
