In order to enhance the adaptability of SOEs in organizing higher vocational education, the following adaptation paths are proposed: firstly, coordinating interests to enhance market adaptability. Secondly, defining property rights to improve organizational legitimacy. Thirdly, adopting a diverse governance approach to unleash institutional vitality. Abstract
State-owned enterprises (SOEs) are important institutions for higher vocational education and play a significant role in promoting its high-quality development.
