Thirdly, in comparison to the ability to utilize digital information, education has a more pronounced impact on the ability to acquire digital information. This study underscores the necessity for governmental bodies to assign significant importance to enhancing citizens' competence in both acquisition and utilization digital information. Amid urban digital transformation, products and services have undergone extensive digitization, yielding convenience and benefits for residents. However, this rapid change has also posed challenges to individuals' online rights. Protecting these rights is not only legally essential but also crucial for nurturing digital economic growth.
