The common features of the youth policy of the studied countries are revealed as follows: the inter-sectoral nature of youth policy; multi-aspectivity in substantiating the strategic objectives of youth policy; decentralization of the administration system; observance of parity between the State and the civil society structures; focus on strengthening the involvement of young people in the life of society; ensuring equal opportunities for different social groups of young people; protection of young people in the labor market, etc. The basic principles laid down by the Nordic countries in the substantiation and implementation of youth policy are established as follows: participation of young people in public life at the local and regional levels should become part of the general policy of involving citizens in public life; the strategies that are implemented in all areas should include a youth component, so local and regional authorities are obligated to ensure in practice various forms of youth participation in the life of society; the provisions and various forms of participation in society apply to all young people without discrimination. Abstract

The article studies the European experience of formation and implementation of youth policy in the context of social protection, youth development, and preservation of human potential on the example of the Nordic countries (Norway, Denmark, Sweden, Iceland, Finland, Great Britain, and the Baltic countries). 本文以北欧国家(挪威、丹麦、瑞典、冰岛、芬兰、英国和波罗的海国家)为例,研究欧洲在社会保障、青年发展和人类潜能保护背景下制定和实施青年政策的经验。所研究国家青年政策的共同特征是:青年政策的跨部门性;青年政策战略目标的多方位实体化行政体制的分权;遵守国家和民间社会结构之间的平等;注重加强青年人对社会生活的参与;确保不同社会群体的青年人机会均等;保护劳动力市场上的年轻人等。北欧国家在落实和执行青年政策方面制定的基本原则如下:青年在地方和区域一级参与公共生活应成为使公民参与公共生活的一般政策的一部分;在所有领域执行的战略应包括青年部分,因此地方和区域当局有义务在实践中确保青年以各种形式参与社会生活;各项规定和参与社会的各种形式不加歧视地适用于所有青年人。这项研究将有助于制定具体建议,以升级《至2030年国家青年战略》,并有助于更新2024-2030年实施该战略的措施清单。
