Abstract
Since the value-target component of innovation becomes decisive in the study and solution of problems of legitimacy of power, consensus of power and society, consolidation of elites and society, national and general civil identity, the article substantiates that the institutional approach should be compensated by the devel-opment of research on value-motivational and behavioral spheres of transfer and reception of innovations.
