I found that teachers experienced their educational infrastructure as providing both affordances and constraints around their instructional decisions, particularly how they responded to their perceptions of students’ needs. Despite differences in each system’s educational infrastructure arrangements, teachers faced a common challenge related to differentiating instruction in diverse classrooms.
