Firstly, the knowledge base and its development in Chinese local governments are introduced. Secondly, to build the adoption model, factors from the UTAUT and TOE framework were integrated and trust to knowledge base and intention to knowledge reuse are introduced. Thirdly, a questionnaire is designed based on the model and distributed to civil servants from Yi Chang local government. Finally, the proposed model is validated, and the collected data is analyzed by PLS‐SEM.
