Abstract
The article analyzes the legal framework, as well as the activities of regional authorities in the formation of public institutions that help to support the civic identity of young people. The Volga Federal District is taken as an example, where in recent years legislation and programs in the field of youth policy have been actively updated, new socio-political structures have been introduced aimed at involving young people in regional processes.
