Digitalization: Role in the Development of Russia’s Political System

Abstract

This article scrutinizes the role of digitalization in the development of Russia’s administrative and political sys-tems as part of the digitalization policy that aims to create the foundations of a digital government and the digi-talization policy to rapidly introduce digital-based working methods and management of administrative re-sources in all government services for the period 2018–2024. This policy is part of the implementation of the national project “Digital Economy of the Russian Federation”, which aims to formulate and build a suitable na-tional policy in a world of growing digital competition, taking into account international experience. The suc-cessful realization of this program hinges primarily on a lucid and uncomplicated articulation of the strategic objectives of the socio-political development model that Russian society has opted for. This should be rooted in a profound understanding of the state’s duties and functions within the digital policy framework.
