This quantitative analysis investigates these determinants in the context of Surabaya City. Through surveys data analysis, we use Structural Equation Modeling with Partial Least Squares (SEM-PLS) to examine the relationship between regulatory policy, technological infrastructure, human capital quality, and economic growth. Abstract
