THE SYSTEM OF STRATEGIC PLANNING OF SOCIAL DEVELOPMENT IN THE LENINGRAD REGION: APPROACHES TO EVALUATING EFFECTIVENESS

Abstract

The article consistently examines the issues of the organization and functioning of the strategic planning system in the Leningrad region, highlighting the key component - social development planning. The assessment of the monitoring and control of the implementation of strategic planning documents is presented on the example of the social priority «Public health», the compliance of the concept of strategic planning of the region with the basic requirements of federal legislation is revealed. The analysis and evaluation of documents of regional strategic planning in the Leningrad region is carried out. The conclusions are formulated, consisting in compliance with the concept of strategic planning of the region with the basic requirements of federal legislation, the need to adjust the system-forming document in terms of clarifying regional social priorities in connection with changing global trends, as well as documents implementing the Strategy of socio–economic development of the region - the Action Plan and existing state programs.
