Critical Mass Condition of Majority Bureaucratic Behavioral Change in Representative Bureaucracy: A Theoretical Clarification and A Nonparametric Exploration

While findings indicate improved policing towards Black drivers, increased representation still falls short of achieving full parity between Black and White drivers.
