Abstract

One of the more creative aspects of the Workforce Innovation Opportunities Act (WIOA, 2014) is the pre-employment transition services program (Pre-ETS). In WIOA, for the first time a federal rehabilitation law has been reauthorized to include a requirement that 15% of the state case management service funding must be devoted to Pre-ETS activities.
