Therefore, this chapter introduces generalized orthogonal fuzzy sets and prospect theory into the measurement model of preschool education development level based on technique for order of preference by similarity to ideal solution (TOPSIS) method to improve the decision accuracy of decision makers. The experimental results show that the model can effectively deal with uncertain information and improve the analysis accuracy, and the results are more in line with the actual situation than other models. Abstract

Preschool education belongs to non-compulsory enlightenment education, and it is difficult to measure and analyze the development of preschool education in different regions because of its multiple attributes and diversity of influencing factors.
