Results from interviewing 26 New York City community leaders suggest that local organizations often act as intermediaries, passing on official weather information to members of their audience, regardless of the mission statement of their organization. Common challenges for communities in responding to extreme weather include lack of access to information, language barriers, and insufficient resources.
