The empirical results demonstrate that the level of CEI in pilot cities is significantly higher than that in non-pilot cities. However, if firms possess stronger bargaining power, the positive effect of the policy on CEI diminishes. Further analysis reveals that the influence of corporate bargaining power on the effectiveness of the policy can be constrained within the context of better internal and external governance. With increasing deterioration of the environment and growing global environmental awareness, there is a need to reform the performance evaluation of government officials from focusing solely on economic growth to incorporating environmental protection indicators.
