Excess electrons naturally bind to the surfaces of QLS in a vacuum, exhibiting unique quantum electronic behaviors in two and lower dimensions. This article reviews the historical development and recent progress in this field. Key topics include collective and individual electron transport on liquid helium, solid neon, and solid hydrogen; theoretical proposals and experimental efforts towards single-electron qubits on superfluid helium; experimental realization of single-electron charge qubits on solid neon and related theoretical investigation. Abstract
