This study addresses certain issues regarding trust and solidarity as communicative values of modern society and their role in regional innovation development. In this study, we argue that there is a relationship between the level of trust of citizens and organizations in public and state institutions and the degree of solidarity in society. This study also highlights the overall relationships among the level of trust in public and state institutions, the economic activity of economic entities, and the positive responsibility of citizens and organizations. This study is beneficial due to the confirmed relationship between the trust of citizens and businesses in government and the level of solidarity in society, which are correlated with the innovative activity of a certain territory. The research results constitute the basis for building mechanisms to increase trust in public and state institutions in a region to enhance the solidarity of government, business, and society. Increasing trust in public and state institutions has been a challenging problem worldwide.
