Abstract

Serious debt problems have greatly hindered the healthy development of China's toll road industry. The key aspect concerns increasing costs, especially maintenance costs. To address this issue, this paper analyzes the effectiveness of China's toll road maintenance system reform policy by using a sample of state-owned toll road operators (STROs).
