Based on the time-reversed difference-in-differences (DID) model of transition time, the results show that the implementation of the policy has not achieved the expected cost reduction or efficiency improvement. A further analysis reveals that the main reasons for this policy failure are the incompleteness of the management system reform and insufficient marketization. Abstract
Serious debt problems have greatly hindered the healthy development of China's toll road industry. The key aspect concerns increasing costs, especially maintenance costs.
