Abstract

To promote green development, China has successively issued policy documents such as the "National Carbon Emission Trading Management Measures" and the "Green mining construction Standards". The government is driving the green transformation of energy and mining through market-oriented mechanisms and standardized construction. This paper adopts a simulation analysis method to systematically examine the strategic choices of mining enterprises and refining enterprises in terms of green technological innovation, in order to reveal the role of carbon trading policy and green mining construction policy in promoting the construction of green alliances in the energy mining supply chain. The optimal choices and emission reduction decisions of enterprises are analyzed from four dimensions: green mining construction, carbon emission reduction, carbon trading market position, and financial benefits. The results indicate that the policy impact of green mining construction presents a "marginal diminishing effect", and simply increasing the subsidy amount is not the optimal strategy; There is a strategic game between upstream and downstream enterprises in the supply chain, and the green technology innovation decisions of a single enterprise will affect the overall green transformation process; There are significant differences in the impact of different subsidy ranges on corporate behavior; The decision-making of refining enterprises relies less on environmental subsidies and tends to be based on market mechanisms. The reliability of the research conclusion was verified by combining sensitivity analysis and robustness analysis. This article analyzes for the first time the synergistic effects of carbon trading policies and green mining construction policies from the perspective of policy combinations, filling the research gap in the field of green transformation of mining supply chains through policy combinations.
