These concerns can be answered by thoroughly discussing the process used to identify \"What\" services should be considered, \"Where\" services would be best utilized, \"By whom\" services could be safely delivered, and \"How\" processes will be redesigned to increase responsiveness. Service redeployment will always be an emotionally and intellectually challenging process marked by two sides fighting desperately for what they believe is "best."
