Abstract

The structure and functioning of formal and informal governance arrangements and associated infrastructure prior to major environmental disturbance play a central role in how cities experience and respond to such events. This paper considers how city managers, businesses, and residents responded to two disturbances experienced in the City of Cape Town—a drought-induced water crisis and a pandemic crisis (COVID-19) that followed a year later—and the consequences of these actions for infrastructural assets and governance innovations.
