The following four empirical models were developed based on the results of the analysis: 1) fostering the capabilities of local fishermen; 2) the establishment of a cooperation mechanism; 3) the empowerment of local conservation activists; 4) planning for the use and transformation of fishing villages into sites for ecotourism. The environmental actions adopted for the said area are currently still being effectively implemented. It has been determined through empirical interviews that the main reason for the success of the area lies in the fact that no economic incentives are provided to mobilise the villagers, which in turn, guarantees that the willingness to engage in environmental actions is not affected by economic changes. Abstract
