Second, the European experience stresses the importance of making explicit the objectives pursued by companion policies, and of balancing policies for innovation and policies for adoption of low-carbon technologies. 摘要本文分析了欧盟碳排放交易体系(EU emissions Trading System,简称EU ETS)相关配套政策在减排中的作用及相关政策互动,以期为中国即将实施的碳排放交易体系(ETS)提供相关启示。调查基于:(a)对欧盟和中国的碳排放交易体系和政策组合的观察;(b)有关配套政策和碳排放交易体系设计的经济理论;(c)欧盟排放交易体系的事后实证。分析得出了三个主要结论。首先,中国的碳排放交易体系虽然没有设定固定的排放上限,但也无法免受配套政策的水床效应的影响。其次,欧洲的经验强调了明确配套政策追求的目标,以及平衡创新政策和采用低碳技术政策的重要性。第三,在市场严重过剩的情况下,只有对补贴供应进行永久性调整,才能有效提高价格。
