Abstract
Abstract In settings of uncertainty and ambiguity, inequality and conflict, planners must be context-responsive and improvise. As yesterday’s routines fail to satisfy tomorrow’s demands, few prescriptive rules – no musical scores – dictate practitioners’ actions.
