It is applied to six representative cities as examples for evaluation to explore the direction of Chinese urban safety resilience improvement. Abstract

Safety resilient city is a frontier concept of urban safety development and a hot topic in the field of urban safety research. In this paper, the relevant research results of domestic and foreign scholars are reviewed from the perspectives of concepts and models, the evaluation indicator system of urban safety resilience is compared in terms of risk types, evaluation objects, evaluation dimensions and quantitative methods, and the development of international standards for resilient cities is discussed. 安全韧性城市是城市安全发展的前沿概念,也是城市安全研究领域的热点。本文从概念和模型的角度回顾了国内外学者的相关研究成果,从风险类型、评价对象、评价维度和定量方法等方面对城市安全韧性评价指标体系进行了比较,并对韧性城市国际标准的发展进行了探讨。在文献综述的基础上,阐述了城市安全韧性三角理论模型的内涵,提出了适用于中国城市的城市安全韧性评价指标体系,为国家标准《安全韧性城市评价指南》(GB/T 40947-2021)的制定提供了支撑。以六个具有代表性的城市为例进行评价,探索中国城市安全韧性提升的方向。探讨了提高中国城市安全韧性的途径。
