Políticas públicas como instrumental de efetivação de direitos culturais

Abstract

This research was done using the deductive method, based on bibliographical research, and aims to answer the question about the importance of public cultural policies, a question that only took place and questionable sense in the dispute between the liberal and communitarian public management models. Once the cultural industry has been established and cultural rights have been recognized in human rights declarations and in national Constitutions, after analyzing these phenomena, it is concluded that public policies for culture are not only important, but even obligatory, because they are Instrument for the realization of cultural rights and updating the demands of citizenship.
