The paper recognises some significant progress has been made since the establishment of a functionally distinct youth justice system by the Crime and Disorder Act 1998. In particular, the number of children receiving a formal youth justice disposal (police caution or conviction at court) fell by three quarters in the decade from 2009. Corresponding reductions in the number of children in custody have also been achieved.
