In stage 1, it discusses the policy background and similar education context in two countries, to clarify the “cross-national attraction” and provides comparative value for higher education of ethnic minorities and rural areas in China. In stage 2, the paper discusses the “decision” and “implementation” of the policy. 澳大利亚偏远农村地区高等教育政策研究——中国可以借鉴什么
