This study aims to analyze what cluster criteria are in several rules governing the application of technology in cities of West Java Province. We collect regulations in each city in West Java. Then we do web scraping to get the title of each regulation. The next step is to filter the regulations based on Presidential Regulation No.95 of 2018. Four hundred thirty-seven of out 20,715 regulations in West Java are related to information technology. After that, the clustering is done using the k-means method and get optimal results of three clusters. As a result, the first cluster, which contains the keywords ELECTRONIC, DATA, NETWORK, ONLINE, APPLICATION has the highest number of regulations. Abstract
