A QUESTÃO DOS RECURSOS HÍDRICOS NO DEBATE SOBRE SEGURANÇA AMBIENTAL

Abstract

The concept of environmental security, probably because is part of a relatively recent debate, has not come to a consensus on its formulations. Nevertheless it is clear that is a core subject on States political agenda: the need to guarantee to this State access to resources, that such resources be controlled by itself or by internal actors, and the satisfactory supply of natural elements such water, air, food and raw-material, for the obtainment of a large range of goods.
