Abstract

The USDA Forest Service (USFS) is increasingly turning to partnership tools such as stewardship agreements (SAs) to accomplish land management objectives. In these arrangements, nonagency partners (partners) often bring resources, capabilities, and preferences that can influence management processes and activities.
