Abstract
EnglishThe dispersion of certain governance functions toward non-governmental organizations does not imply a «reduction» of the State, but rather a qualitatively distinct form of it. To understand its concomitant social and political order, it is necessary to examine some dimensions of practice and representation by way of which the coherence and continuity of State agencies are reshaped and destabilized. For example, the National Crime Prevention Programme (Programa Nacional de Prevencion del Delito) in Mexico institutionalizes an absence of distinction between public and private, creating areas of regulatory ambiguity in which civil associations provide services and citizens take responsibility for their own lives. From a self-reflective position as consultant in one of these organizations, the article concludes with some considerations on the challenges posed by this contemporary functioning of power and governance for national policies for violence and crime prevention.
